A broad body of EU legislation covers the protection of wild, zoo and farm animals, animals in transport, and those used for scientific or cosmetic purposes.Strict regulation of laboratory animal useEU rules strictly limit animal testing in scientific research. The main aims are to ensure a high level of animal welfare, maintain standard conditions for researchers and industry, and improve the reliability of scientific outcomes.The legislation is built upon the ‘three Rs’ principle:Replacement (encouraging the use of alternative, non-animal methods)Reduction (using the smallest number of animals necessary to achieve scientific goals)Refinement (minimising pain, suffering and distress).Ultimately, the objective is to phase out the use of animals in science altogether.The European Commission regularly reviews how EU countries implement this legislation.In 2019, reporting and transparency requirements were strengthened. These updates established the EU as a global leader in disclosing animal use data in research, testing and training. A 2020 review revealed some disparities among EU countries, but most of them showed a strong commitment to compliance. Ban on animal testing for cosmetics Since 2009, animal testing for cosmetic products has been banned across the EU. No cosmetic products can be sold if tested on animals, except in rare cases required by other laws, such as the EU chemicals legislation (REACH). Reducing animal testingThe EU supports the development of new methods for testing the safety of medical treatments and chemicals, to fully or partially replace animal testing. These methods - known as new approach methodologies, or NAMs – include in vitro (cell-based) systems and simulated experiments by computer (computer modelling).The European Union provides an average of EUR 45 million annually to advance non-animal testing methods.In 2025, the EU adopted new rules to implement the “one substance, one assessment” principle, thus reducing duplicate animal testing.In addition, the European Commission is preparing a roadmap on phasing out animal testing for chemical safety assessments, expected in 2026. We have read your automated „Ask EP“ responses and standard justifications. You hide behind the excuse that you „only inform citizens“ and cannot take a position, shifting the responsibility. But in reality, every single human being is responsible for ending the torture of our fellow animals faster than the speed of light.
You claim the EU recognizes animals as „sentient beings“ and protects their „welfare“ through strict regulations and the „3R principle“ (Replacement, Reduction, Refinement). Let us apply uncompromised logic to your statements:
Regulating torture is not welfare. A lab, a zoo, a farm, or a transport is the absolute definition of abuse. „Refining“ pain and „reducing“ the number of victims is a cynical K-System Prison Optimization (Level 1-4). True well-being is Freedom (Level 5: BvB – The Free). If you have the power and the means to reduce suffering, you have the absolute power to stop it completely.
Humans are fellow animals. There is a reason scientific experiments are not allowed on humans. Therefore, experiments for no reason are not allowed on ANY fellow animal -> sentient being. We are essentially the same.
In your own emails, you admit the existence of „NAMs“ (New Approach Methodologies like in-vitro, organ-on-a-chip, and computer modeling). The mighty science has proven from top to bottom that animal-free medical testing works flawlessly. Animal tests were never necessary for human health; on the contrary, they are counterproductive for everyone involved.
So why does the torture continue? Because your regulatory and bureaucratic legislative apparatus (like REACH) acts as the ultimate prison guard. You sacrifice millions of lives for the economic straightjacket of the industry, hiding behind endless „roadmaps“ for 2026.
The majority of humans do not want animal testing and are absolutely against it. Yet, you force this institutionalized deception upon the world.
Look at the naked truth – The European Reality (EU & Neighbors): ~ 18.9 million souls annually: In the EU and Norway, approx. 18.9 million animals are „used“ for scientific purposes. 9.3 million directly in experiments, and another 9.6 million bred and killed as „surplus“. You are wiping out the equivalent of the entire population of Romania every single year. Thousands of Laboratories of Darkness: Germany alone reports over 900 locations. Adding France and Spain (the sad leaders with millions of uses), the numbers go into the many thousands across Europe. ~ 81 million cats in „home prisons“ in the EU alone (up to 129 million across Europe).
These official figures are just the minimum. Genetic waste and animals killed for organs don’t even make the short statistics.

We have read your automated „Ask EP“ responses and standard justifications. You hide behind the excuse that you „only inform citizens“ and cannot take a position, shifting the responsibility. But in reality, every single human being is responsible for ending the torture of our fellow animals faster than the speed of light.
You claim the EU recognizes animals as „sentient beings“ and protects their „welfare“ through strict regulations and the „3R principle“ (Replacement, Reduction, Refinement). Let us apply uncompromised logic to your statements:
Regulating torture is not welfare. A lab, a zoo, a farm, or a transport is the absolute definition of abuse. „Refining“ pain and „reducing“ the number of victims is a cynical K-System Prison Optimization (Level 1-4). True well-being is Freedom (Level 5: BvB – The Free). If you have the power and the means to reduce suffering, you have the absolute power to stop it completely.
Humans are fellow animals. There is a reason scientific experiments are not allowed on humans. Therefore, experiments for no reason are not allowed on ANY fellow animal -> sentient being. We are essentially the same.
In your own emails, you admit the existence of „NAMs“ (New Approach Methodologies like in-vitro, organ-on-a-chip, and computer modeling). The mighty science has proven from top to bottom that animal-free medical testing works flawlessly. Animal tests were never necessary for human health; on the contrary, they are counterproductive for everyone involved.
So why does the torture continue? Because your regulatory and bureaucratic legislative apparatus (like REACH) acts as the ultimate prison guard. You sacrifice millions of lives for the economic straightjacket of the industry, hiding behind endless „roadmaps“ for 2026.
The majority of humans do not want animal testing and are absolutely against it. Yet, you force this institutionalized deception upon the world.
Look at the naked truth – The European Reality (EU & Neighbors): ~ 18.9 million souls annually: In the EU and Norway, approx. 18.9 million animals are „used“ for scientific purposes. 9.3 million directly in experiments, and another 9.6 million bred and killed as „surplus“. You are wiping out the equivalent of the entire population of Romania every single year. Thousands of Laboratories of Darkness: Germany alone reports over 900 locations. Adding France and Spain (the sad leaders with millions of uses), the numbers go into the many thousands across Europe. ~ 81 million cats in „home prisons“ in the EU alone (up to 129 million across Europe).

Die Aufsicht über die Kassenärztliche Vereinigung führt das jeweilige Landesministerium für Gesundheit bzw. Soziales. In Stadtstaaten ist die Senatsverwaltung für Gesundheit bzw. Soziales zuständig.
• Der Bund hat keine aufsichtsrechtlichen Befugnisse gegenüber einzelnen Krankenhäusern. Für die Organisation von Arbeits- und Behandlungsabläufen sind die Krankenhäuser eigenverantwortlich zuständig.
Patientinnen und Patienten empfehlen wir, ein vertrauensvolles Gespräch mit den behandelnden Ärztinnen und Ärzten oder mit der Klinikleitung zu führen und ihr Anliegen dort vorzubringen. Sie können sich auch an das zuständige Landesministerium wenden, denn den Bundesländern obliegt die ordnungsbehördliche Aufsicht über die Krankenhäuser.
• Die Sicherstellung der vertragsärztlichen Versorgung obliegt den Kassenärztlichen Vereinigungen und der Kassenärztlichen Bundesvereinigung. Dieser Sicherstellungsauftrag umfasst insbesondere die angemessene und zeitnahe Zurverfügungstellung der vertragsärztlichen Versorgung. Hierzu haben die Kassenärztlichen Vereinigungen sogenannte Terminservicestellen (TSS) zu betreiben, die unter der bundesweit einheitlichen Rufnummer 116117 täglich rund um die Uhr telefonisch erreichbar sein müssen. Zusätzlich sind die TSS auch über die Internetseite www.116117.de oder über die App 116117.app erreichbar.
Das BMG kann die Entscheidungen der vorgenannten Stellen weder überprüfen noch auf sie Einfluss nehmen. Ausnahmegenehmigungen können nicht erteilt werden.
